摘　　要：经过我国三十余年的水下考古工作,一批重要的海洋水下文物被调查发现、发掘保护,但相对于陆地不可移动文物,海洋水下文物的保护利用工作处于起步阶段,在文物保护规划指导下的文物保护单位保护管理模式尚未形成。本文根据我国海洋水下文物资源的特点,阐释其在历史文化、海洋发展、主权宣示等方面的核心价值;针对海洋水下文物资源保护工作状况,分析海洋水下文物法律体系、管理制度、空间管控等方面的问题;遵循问题导向,结合新时代文物保护和社会发展需求,提出制定适宜的海洋水下文物保护利用的思路、原则以及规划方法,并以甘泉岛遗址保护规划为例加以说明,为海洋水下文物资源保护利用规划提供借鉴参考。Under the impacts of China’s Belt and Road Initiative,Maritime Power Strategy,the Asian Initiative for Cultural Heritage Conservation,and other major deployments,marine underwater archaeology in China has made significant progress in recent years,which has led to higher requirements for the protection and utilization of marine underwater cultural heritage resources.Over three decades of underwater archaeology,China discovered a collection of crucial underwater cultural heritage and conducted relative excavation and protection.But compared with immovable terrestrial cultural heritage,the protection and utilization of marine underwater cultural heritage are at the initial stage,in which a protection and management model for cultural heritage protection units is yet to form under cultural heritage protection planning.Coinciding with the construction of a national land spatial planning system,this paper elaborates on the core values of marine underwater cultural heritage resources in terms of historical culture,marine development,and sovereignty declaration,based on the characteristics of large number,outstanding theme,vast spatial distribution,complex shipwreck situation,environmental diversity,and harsh protective condition of the resources.It analyzes the challenges faced by marine underwater cultural heritage in the legal system,management system,and spatial control according to the protection and research status of marine underwater cultural heritage resources in China.Addressing problems and demands and integrating with the needs of cultural protection and social development in the new era,this paper proposes a holistic idea,basic principles,and planning methods to develop appropriate protection and utilization planning of marine underwater cultural heritage.Also,it suggests formulating planning based on current compilation methods of cultural heritage protection planning,delineating and marking protection zones scientifically,introducing innovative protection and display planning measures,deepening archaeolo
