档案部门参与政府数据治理的实践框架研究及展望

摘　　要：档案部门参与政府数据治理的实践框架研究旨在确认档案部门参与政府数据治理的行动进展与方法,对档案部门充分有效参与政府数据治理的实践框架提出展望。本文通过文献的内容分析得出政府数据治理行动框架,并基于网络数据的收集对档案部门参与政府数据治理的典型案例予以梳理与分析,形成实践框架并进行要点解析,发现实践框架的特征为:认知上对接政府数据治理总体要求,参与空间依循认知要点得到多层次挖掘,路径方法为立足系统参与空间的重点突破。最后基于现有不足提出针对实践框架的方向性展望:丰富认知以扩充实践框架的建构基点;扩充参与空间以拓展实践框架;优化路径方法以提升实践框架可行性。The research aims to identify the basic situation of archival department's participation in government data governance and to propose a directional outlook. Based on literature review and web-based survey, an action framework for government data governance is constructed. Subsequently, typical cases are collected and sorted out to form a practice framework and develop a key point analysis. It is revealed that the cognition of framework is aligned with the general requirements of government data governance, the participation space is explored at multiple levels according to cognitive points, and the pathways is a breakthrough based on the system participation space. Based on the existing deficiencies, the prospects for the practice framework are proposed:enriching the cognition to extend the construction base;expanding the participation space to extend the framework and optimizing the pathways to enhance the feasibility.
