石油化工项目安全监督工作的分析和建议

摘　　要：石化项目的安全施工事关国家财产和人民生命安全。分析了石油化工项目常见的安全监督工作存在的不足,针对存在的不足,提出了解决建议,包括:坚持党建引领和国家法律法规指引,不断完善安全监督管理水平;强化重点,落实专项整治;重视人员培训,培养业务过硬的安全管理队伍;优化制度,厘清职责,压实责任;重点管理现场隐患多发区域;加强承包商管理以及定期开展应急演练等措施。文章建议企业应结合企业实际,摸索适合自身的安全监督模式,以最大程度地消除石化项目现场施工中的隐患。Safe construction of petrochemical projects is related to the safety of national property and people’s lives.This paper analyzed the shortcomings of common safety supervision work in petrochemical projects.Aiming at these shortcomings,it proposed such solutions as adhering to the guidance of party building and national laws and regulations and improving safety supervision and management continuously;strengthening key areas and implementing special rectification measures;emphasizing personnel train-ing and cultivating safety management team with strong business skills;optimizing the system,clarifying respon-sibilities and stressing the importance of responsibilities;focusing on management of areas with frequent hidden dangers on sites;enhancing contractor management and carrying out emergency drills regularly and so forth.The paper suggested that enterprises should explore the safety supervision mode suitable for their actual situation in order to maximize the elimination of hidden dangers in the on-site construction of petrochemical projects.
