浅析华北油田钻井工程安全风险预警管理

摘　　要：在钻井施工过程中,为了确保钻井队人员、设备、井控、井下和环境等方面的风险都控制在可接受范围内,把隐患或复杂事故都消灭在萌芽状态,华北油田实行了安全风险预警管理,通过建立四级风险预警,使钻井队、钻井公司、建设方、监督方从一口井的全生命周期进行风险辨识、评价和风险定级,针对橙色、红色安全风险进行风险预警,排查风险隐患,杜绝了井控、人员伤亡和环境污染等恶性事故,保障了钻井施工顺利安全进行。In the process of drilling,safety risk early warning management is implemented in Huabei Oilfield in order to ensure that the risks of drilling crew,equipment,well control,downhole and environment are controlled in an acceptable range,and the hidden dangers or complex accidents are eliminated in the bud.The drilling team,drilling company,construction party and supervision party can carry out risk identification,evaluation and risk rating from the whole life cycle of a well by establishing the four-level risk early warning.Risk warning is carried out for orange and red safety risks,and risks and hidden dangers are investigated so as to eliminate serious accidents such as well control casualties and environmental pollution and to ensure the smooth and safe operation of drilling construction.
