摘 要:经过70余年的发展,高校辅导员已在制度上建立教师和管理人员的双重身份,形成专技职称和管理职级的双线发展路径。然而,“两双”政策要求辅导员既要完成教学科研,又要做好思政和管理工作,巨大的压力和繁杂的事务性工作削弱了辅导员专技职称发展的竞争力;现有辅导员管理职级的发展体系则缺乏“规划性”和“可预见性”,辅导员管理晋升具有虚化的态势。“两双”政策的“空转”更多归因于政策本身。高校可探索变革人事管理制度,打破现有的岗位划分类别,设立高校综合育人岗,变身份管理为岗位管理,让辅导员根据专业领域自主选择发展路径,增强辅导员职业发展的学科依托,实现辅导员职业化和专业化的进一步分化,提升辅导员职业效能感。After more than 70 years of development,college advisors have established a dual identity of teachers and administrators in the system,forming a dual development path of professional titles and management levels.However,the"double double"policy requires advisors to complete both teaching and research,as well as ideological and management work.The huge pressure and complicated transactional work weaken the competitiveness of advisors'professional development;the existing development system of advisors'management level lacks"planning"and"predictability",and the promotion of advisors'management has a virtual trend.The"idling"of the"double double"policy is more attributed to the policy itself.Universities can explore the reform of the personnel management system,break the existing job classification,set up a comprehensive education post for universities,change identity management to post management,let advisors choose their own development path according to their professional fields,enhance the discipline support for advisors'career development,further differentiate the professionalization and specialization of advisors,and enhance the professional efficacy of advisors.
