法国华人社团对当地政治影响的多层路径分析

摘　　要：法国作为旅欧华人的最大移居国,其国内政治正日益受到华人族群的不同路径的影响。目前学界多数文献或侧重旅法华侨华人群体生存现状,或着眼当地华人与祖国在经贸、文化领域的交流合作,鲜有关于华人团体对法国当地政治影响的深入研究。本文通过梳理研究法国华人社团的主要类别和特点,归纳出了其影响当地政治的四条主要路径:游说活动、游行示威、影响选举和司法诉讼。研究发现,在采用这四种路径的基础上,法国华人社团的活动策略和组织水平会影响其政治活动的成效。尤其值得注意的是,旅法华人团体擅长依靠“结构洞”与“回飞镖”模式的影响路径以达到自身的政治诉求,从而对当地政治产生一定程度的影响。此外,笔者还分析了法国政治环境与华人政治参与方式之间的逻辑关系。As the largest Chinese expatriate country in Europe,France’s domestic politics are increasingly influenced by the different paths of the Chinese community.However,most of the existing academic literature focuses on the current living situation of overseas Chinese in France or on exchanges and cooperation between overseas Chinese and their native countries in the fields of economy,trade,and culture.There are few in-depth studies on the influence of the Chinese community on local politics in France.By combining and studying the main categories and characteristics of Chinese communities in France,this paper sums up the four main paths of their influence on local politics:lobbying,protests,electoral influence,and judicial proceedings.The results show that,on the basis of these four paths,campaign strategy and organizational level will affect the effectiveness of the political activities of the Chinese community in France.Notably,Chinese communities in France are good at relying on the influence path of“structural holes”and“boomerang”models to achieve their own political demands so as to have a certain effect on local politics.We also analyze the logic between the French political environment and the Chinese political participation mode and summarize the effectiveness and problems of the Chinese community in France in influencing local politics.
