摘　　要：完善的公共卫生应急资源保障体系是应对重大突发公共卫生事件、提高应急处置能力的物质基础。超大型城市结构复杂、人口众多,公共卫生应急资源保障体系是保障城市居民生命健康的重要手段。通过阐述国外应急资源保障体系,分析了超大型城市公共卫生应急资源保障体系建设的需求,提出了健全公共卫生应急资源储备模式、构建公共卫生应急资源实时监测平台、优化物流运输体系、完善捐赠机制,以及建立评估回收机制等完善超大型城市公共卫生应急资源保障体系策略建议,以期望提高超大型城市应对突发公共卫生事件的应急处置能力。The sound public health emergency resource guarantee system is the material basis for dealing with major public health emergencies and providing emergency response capabilities.With complex structure and large population in super-large cities,the public health emergency resource guarantee system is an important means to protect the life and health of urban residents.Elaborating foreign emergency resource support systems,the study analyzes the needs for the construction of public health emergency resource support systems in super-large cities,and proposes the strategies and suggestions to improve the public health emergency resource reserve mode,build a real-time monitoring platform for public health emergency resources,optimize the logistics and transportation system,improve the donation mechanism,and establish the evaluation and recovery mechanism,so as to improve the emergency response capacity of super-large cities to respond to public health emergencies.
