摘 要:消费是经济增长的持久内生动力,培育建设国际消费中心城市,促进商业消费空间高质量发展,是实施扩大内需战略、构建新发展格局的重要路径,对不断满足人民日益增长的美好生活需要具有重要意义。以北京为例,深度画像了全市商业消费空间发展现状,科学研判了超大城市市场演进规律与发展趋势,并基于城市自身资源禀赋、发展阶段与历史使命,系统谋划了全市商业消费空间的发展目标、层级体系、空间布局、实施路径与治理策略,创新制定了“空间规划+实施计划+政策清单”的规划成果,切实支撑北京国际消费中心城市和国际一流的和谐宜居之都建设,为以规划引领城市商业消费空间高质量、可持续发展提供思路创新和方法借鉴。In terms of consumption, it is considered as the enduring and endogenous driving force for economic growth. Therefore, it is an important path for implementing the strategy of expanding domestic demand and building a new development pattern by cultivating and constructing an international consumption center, as well as promoting the high-quality development of commercial consumption space. Moreover, it is of great significance for continuously meeting the growing demands of people for a better life. In the paper, it deeply depicts the current status of commercial consumption space development in the city and scientifically examines the law of market evolution, as well as the development trend of megacity by taking Beijing as the case study. Then, it also systematically plans the development goals, hierarchical system, spatial layout, implementation paths and governance strategies of the commercial consumption space within the city based on the resource endowment, development stage and historical mission of the city. Except that, planning results specified as "spatial planning + implementation plan + policy list" are innovatively formulated, which effectively supports the construction of Beijing as an international consumption center and an international first-class harmonious and livable city, as well as provides innovative ideas and methodological reference for planning and leading the high-quality and sustainable development of commercial consumption space.
