摘 要:在“双碳”战略目标下,我国城市发展要求全面绿色低碳转型。减少城市居民生活领域的用电碳排放是我国实现绿色转型的重要一环。衢州个人碳账户试点政策正是聚焦居民生活领域的创新减排手段。通过对衢州个人碳账户试点政策内在运行机制进行分析,总结个人碳账户“数据采集—数据核算与普惠—价值转化”的闭环运行体系。在此基础上,通过运用DID模型进行实证研究发现,个人碳账户政策可以有效抑制居民生活领域用电碳排放;同时,从政策动态效应中可以发现,衢州试点政策的实施具有滞后性。最后提出形成可持续的城市个人碳账户使用的内生动力机制、完善城市个人碳账户核算和标准体系建设、深入推进城市个人碳账户数字化改革等三方面建议,以期更好地实现城市绿色低碳发展。Under the goal of the carbon neutrality strategy, China′s social development requires a comprehensive green and low-carbon transformation. Reducing carbon emissions from electricity consumption in the residential sector is an important part of China′s green transformation. Quzhou′s personal carbon account pilot policy is an innovative means to reduce emissions in the residential sector. In this paper, we analyze the inner operation mechanism of Quzhou′s personal carbon account pilot policy and summarize the closed-loop operation system of "data collection-data accounting and benefit-value transformation" of personal carbon account. Based on this, the paper finds that the personal carbon account policy can effectively curb carbon emissions from electricity consumption in the residential sector through an empirical study using the DID model;at the same time, the dynamic effect of the policy reveals that the implementation of the Quzhou pilot policy has a lag. Finally, this paper puts forward three suggestions, such as forming a sustainable endogenous motivation mechanism for the use of personal carbon accounts, improving the construction of personal carbon account accounting and standard system, and deeply promoting the digital reform of personal carbon accounts, to better achieve green and low-carbon development.
