摘 要:2021年日本电力辅助服务市场开始运行,标志着日本政府提出的电力市场体系建设目标基本完成。此后针对市场运行中出现的各种问题,日本政府出台了相应的政策以进一步完善电力市场。回顾日本电力市场体系建设的历程可以发现,实际运行中的电力市场体系是典型的“人造市场”,政府在价格形成机制、市场主体参与机制和交易产品供需机制等各项制度设计中起着决定性的作用,市场运行效率的高低与制度设计的优劣有着直接的关系。日本的经验和教训在一定程度上对中国有效防止在位电力企业市场势力的滥用及延伸、推进多层次统一电力市场体系建设、协调常规机组与新能源机组之间的利益冲突、促进有效市场与有为政府相结合等方面具有借鉴意义。The opening of the Japanese power auxiliary service market in 2021 signifies the completion of the electricity market system envisioned by the Japanese government,marking the transition to the finetuning stage of market construction.Reflecting on the entire construction process,which spans approximately twenty years since the formation of the electricity retail market in 2000,it becomes evident that the electric power market system is a prototypical "artificial market",with the government playing a decisive role in shaping the price formation mechanism,market entry procedures,and the design of the trading system.Consequently,there exists a direct correlation between market efficiency and the quality of the system design.To a certain extent,it is thought that Japan's experience and lessons is instructive in terms of effectively preventing the abuse and extension of the market forces of the incumbent power enterprises,fostering the construction of multi-level unified power market system,coordinating the conflict of interest between conventional units and new energy units,and promoting the combination of effective market and capable government.
