社区养老服务驿站政府监管问题研究——基于北京市M街道的案例分析

摘　　要：为积极应对人口老龄化,北京市于2016年开始试点建设社区养老服务驿站,但尚未形成完整的政府监管体系,监管“缺位”与“越位”问题并存,一定程度上限制了养老驿站发展。本文以北京市M街道养老驿站为案例,结合政策主体、政策工具、政策效果等要素,从外部监督、监管部门、监管方式以及绩效评价方面分析养老服务驿站政府监管问题,并对其成因进行分析。据此,本文提出强化养老驿站政府监管外部监督机制、制度化养老驿站政府监管方式、以及构建政府监管绩效评价体系等政策建议。In order to actively respond to the aging population,Beijing began piloting the construction of community elderly care service stations in 2016.However,a complete government regulatory system has not yet been formed,and the problems of regulatory oversight and overstepping coexist,which to some extent limits the development of elderly care stations.This article takes the elderly care station in M Street,Beijing as a case study,combines factors such as policy subjects,policy tools,and policy effects,to analyze the government supervision issues of elderly care service stations from the perspectives of external supervision,regulatory departments,regulatory methods,and performance evaluation,and to analyze their causes.Based on this,this article proposes policy recommendations such as strengthening the external supervision mechanism of government supervision of pension stations,giving full play to the main role of government supervision departments of pension stations,institutionalizing supervision methods and constructing government supervision performance evaluation system.
