基于“人—地—业”耦合协调差异分析的乡村高质量发展策略研究——以常州市为例

摘　　要：美丽宜居乡村建设离不开人口、土地、产业之间的协调发展,在乡村振兴战略背景下,本文关注乡村的可持续高质量发展,构建以“人—地—业”为内容的乡村发展评价指标体系,以江苏常州市为研究对象,基于耦合协调理论,从时空维度分析常州乡村高质量发展的时空差异与特征。研究结果表明:常州乡村发展水平比较协调,但产业发展存在一定的滞后性,对周边区域的辐射带动作用不足。据此提出优化建议:拉动长板、补齐短板;放大乡村特色,发挥辐射带动作用;建立多元协同治理机制,促进城乡产业融合发展。研究结果可为常州相关部门高质量推进乡村振兴战略,缩小区域差异提供决策参考。The construction of beautiful and livable villages is inseparable from the coordinated development of population,land and industry.Under the background of rural revitalization strategy,this paper focuses on the sustainable and high-quality development of rural areas,and constructs a rural development evaluation index system with people-land-industry as the content.Taking Changzhou,Jiangsu Province as the research content,based on the coupling coordination theory,this paper analyzes the spatial and temporal differences and characteristics of high-quality rural development in Changzhou from the spatial and temporal dimensions.The results show that the level of rural development in Changzhou is relatively coordinated,but there is a certain lag in industrial development,and the radiation effect on the surrounding areas is insufficient.Accordingly it puts forward optimization proposals,including pull the long board and make up the short board,amplify rural characteristics and play a leading role in radiation,and establish a multiple collaborative governance mechanism to promote the integration of urban and rural industries.The research results can provide decision-making reference for relevant departments in Changzhou to promote the rural revitalization strategy with high quality and narrow regional differences.
