摘　　要：通过对黄河水量统一调度24 a年工作的全面回顾和系统分析,结合调度执行情况、水文测验数据、统计年鉴数据、科研成果,采用定性与定量统计分析方法,客观全面评价统一调度所带来的河道水力连通、生态环境改善、用水保障均衡、产业结构优化等方面的阶段性成效;结果发现水量调度存在难度加大、节水发力不足、供需矛盾突出等问题,从分水、节水和调水3个方面展望提出现阶段黄河流域水资源可持续利用建议和对策。Based on the comprehensive review and systematic analysis of the integrated water regulation for 24 years,combining the schedu⁃ling implementation,hydrological test data,statistical yearbook data and scientific research results,a qualitative and quantitative statistical analysis approach and a multi⁃scale nested method were adopted to objectively and comprehensively evaluate the integrated water regulation in terms of hydraulic connectivity of the river,ecological environment improvement,balanced water security and industrial structure optimiza⁃tion.On the basis of the analysis and summary of the problems of increased difficulty in scheduling,insufficient water conservation capacity and outstanding contradiction between supply and demand in water dispatching,this study proposed suggestions and countermeasures for sus⁃tainable development of the basin at this stage from the three levels of outlook of water distribution,water conservation and water transfer to provide scientific guidance for ecological protection and high⁃quality development of the Yellow River.
