摘　　要：《人民检察院检察委员会工作规则》对检察委员会的评议范围进行二分法划定,呈现出“议案”与“议事”的二元“双议”结构,使检察委员会发挥决策、指导、监督功能。在现实运行中,“双议”结构下的基层检察委员会呈现“议事”“议案”数量比例失衡、责任失衡、评议过程虚化的现象。为此,新时代中国特色基层检察委员会制度的发展要以落实司法责任制为抓手,通过与会主体优化、推进责任落实、强化程序衔接等举措,使决议更专业、权责更均衡、评议更高效。The Working Rules of the Procuratorial Committee of the People's Procuratorate delineates the scope of evaluation of the procuratorial committee in a binary manner,presenting a "dual deliberation" pattern of "proposal" and "deliberation",enabling the procuratorial committee to play the functions of decision-making,guidance,and supervision.In practical operation,the grassroots procuratorial committee under the "dual deliberation" structure exhibits an imbalance in the proportion of "deliberation" and "proposal",an imbalance in responsibilities,and a virtual evaluation process.Therefore,the development of the grassroots procuratorial committee system with Chinese characteristics in the new era should focus on implementing the judicial responsibility system.By optimizing the participants,promoting the implementation of responsibilities,and strengthening the connection of procedures,resolutions can be made more professional,powers and responsibilities more balanced,and evaluations more efficient.
