公安机关辅警独立管理模式探究

摘　　要：传统的“警管辅同组管理”模式在实践运行中存在人力资源浪费、警力分散、民警管理负担过重、业务交流不畅等诸多局限。“辅警独立管理模式”通过改变一对一指挥关系,实现警辅关系的独立,有助于明晰民警责任、灵活配置警力、发挥警力协同优势。但独立管理模式下,警力的随意调配会引发管理混乱无序、民警懒政和“辅警越位”,对辅警的部分管理权限下放可能导致辅警违法违纪、工作积极性不足等问题,需完善相关立法,强化对辅警的法律约束;厘清辅警职责,实现专门化分类管理;加强辅警培训,提高其政治素养与专业能力;健全监督机制,净化队伍血液;完备考核制度,激励辅警积极履职,从而推动辅警队伍的高质量发展。The traditional mode of "police management assisted by group management" has many limitations in practice,such as human resources waste,scattered policeforce,heavy burden on police management and poor business communication.The "independent management mode of auxiliary police" realizes the independence of the auxiliary police relationship by changing the one-to-one command relationship,which helps to clarify the responsibilities of the police,flexibly allocate the police force,and give play to the advantages of police cooperation.However,under the independent management mode,the arbitrary deployment of police force will lead to disorderly management,lazy management of police and "auxiliary police offside",and the decentralization of some of the administrative authority of auxiliary police is very likely to lead to the illegal violations of discipline of auxiliary police,lack of enthusiasm for work and other problems.There is a need to refine relevant legislation,to strengthen legal constraints on auxiliary police,clarify the responsibilities of auxiliary police to achieve specialized and categorized management,enhance auxiliary police training to improve their political literacy and professional capabilities,establish a sound supervisory mechanism to cleanse the ranks,and implement a comprehensive assessment system to motivate auxiliary police to actively fulfill their duties,thereby promoting the high-quality development of the auxiliary police force.
