派出所警务融治的实践探究——以衢州市智造新城公安分局城东派出所为例

摘　　要：警务融治是衢州公安主动融入基层治理的重要举措,核心要义是“融入、融合、融化”。当前派出所警务融治建设在矛盾调解和柔性执法上取得了显著成效,但依旧存在诸多困境,可以遵循“联动—共享—培育”的三角建构,实现警务融治的进一步完善。具体而言,一是基层派出所要通过警调、警社等联动机制,构建“矛盾纠纷调处共同体”,为群众的矛盾纠纷解决注入多元化、多角度、专业化的团队力量;二是搭建跨区域、跨部门信息共享平台,打通横纵双向信息关卡,破除“信息孤岛”困境;三是紧抓“人”这一关键变量,以“向素质要警力”为目标,通过夯实法律基础、学习调解技巧等方式提升民警综合素养,弥合当前现实需求与民警素养之间的差距。The integration of policing and governance is an important initiative of Quzhou Public Security Bureau to actively integrate into grassroots governance,with the core meaning of "integration,fusion and melting".The integration of policing and governance in police stations has achieved significant results in conflict mediation and flexible law enforcement.However,many difficulties can be further improved by following the triangular construction of "linkage-sharing-cultivation".Specifically,firstly,grassroots police stations should establish a "community for resolving conflicts and disputes" through linkage mechanisms,injecting diversified,multi-angle,and professional strength into the resolution of conflicts and disputes;The second is to build a cross-regional and cross-departmental information-sharing platform,break through the horizontal and vertical information barriers,and overcome the dilemma of "information silos";The third is to focus on the critical variable of "people",with the goal of "improving the skills of the police officers" through strengthening the legal foundation,learning mediation skills,and other methods,bridging the gap between current practical needs and the capacity of police officers.
