摘　　要：“复合制度主义”基于历史制度主义、理性选择制度主义和社会建构制度主义,通过制度叠加消除合作中的制度赤字,降低交易成本,发挥多重制度的集成优势,形成差序化的核心机制、重点机制、延伸机制与辐射机制。21世纪以来,中国与阿拉伯国家关系从双边务实合作走向多边制度化建设,中阿合作论坛应运而生。在“复合制度主义”理念指引下,中阿双方坚持平等互利、讲求实效、形式多样、共同发展的原则,合作制度不断完善,促进了合作关系从新型伙伴、战略合作、战略伙伴迈向命运共同体的新阶段。展望未来,中阿合作论坛制度化建设对内需加强统筹协调,避免因各类机制相互稀释而造成的低效重复;对外需应对大国制度竞争的影响,防止因同质化多边制度供大于求而产生制度过剩。中阿双方应在政治、经贸、人文、科技和安全五大领域多管齐下,激发中阿合作论坛各类机制的活力,形成“复合制度主义”的系统效应,服务于新时代中阿整体合作。On the basis of historical institutionalism,rational choice institutionalism and social construction institutionalism,this paper puts forward the concept of"porfolio institutionalism",and highlights that,based on the principles of equality and mutual benefit,pragmatism,diversification and common development",China and Arab countries have eliminated the institutional deficit in China-Arab cooperation through institutional superposition,transaction cost reduction and institutional integration,and have formed the core,key,extended and radiation mechanisms.Since the beginning of the 21st century,China-Arab relations have evolved from pragmatic bilateral cooperation to multilateral institutionalization,and the China-Arab States Cooperation Forum(CASCF)came into being.The China-Arab cooperation mechanism has fostered the bilateral relations from the"new partnership"to strategic cooperation,and from strategic partnership to a community with a shared future for mankind.Looking ahead,internally,the institutionalization of CASCF should strengthen their overall coordination to avoid inefficient duplication caused by the dilution of various sub-mechanisms;externally,it is necessary to cope with the impact of major power institutional competition,and prevent institutional surplus due to the oversupply of the multilateral institutions.China and the Arab states should strengthen mutual engagements in the major fields of politics,economy and trade,humanities,science and technology,and security to stimulate the vitality of various mechanisms under CASCF and generate a holistic effect to serve China-Arab cooperation in the newera.
