数字基建驱动区域创新的作用机制——基于中国省份面板数据的实证

摘　　要：评估数字基建的创新动能作用,分析数字基建对区域创新的作用及其程度、条件,并从新结构经济学视角探讨基础设施结构转变与创新模式演进的关系。运用中国30个省份面板数据进行实证考察,结果发现:数字基础设施投资显著促进区域创新水平提升,并通过自主研发、技术引进、知识供给和创新转化的渠道实现,其中对东部创新的作用大于中部且对中部创新的作用大于西部、对基础研究创新的作用大于应用研究、对高质量创新的作用大于低质量创新;随着要素禀赋、市场化和知识产权保护等水平的提升,数字基础设施投资对区域创新的促进程度不断增大;另外,数字基础设施投资还可推动创新模式由引进模仿向自主研发转型升级。据此,进一步激发数字基建驱动创新的作用要加强配套建设并因地制宜、因结构施策。The paper analyzes the theoretical mechanism of digital infrastructure driving regional innovation,and empirically examines the regional innovation effect of digital infrastructure using China's inter provincial Panel data.The research results are found as follows:Digital infrastructure investment significantly promotes the improvement of regional innovation,and is achieved through channels including independent R&D,technology introduction,knowledge supply and innovation transformation;The innovation effect of digital infrastructure investment on the eastern region is greater than the central region,and the effect on the central region is greater than the western region.The effect on the basic research is greater than the applied research,and the effect on the high-quality innovation is greater than the low-quality innovation;With the improvement of factor endowment,marketization and intellectual property protection,the promotion of digital infrastructure on regional innovation is increasing;Digital infrastructure investment can promote the transformation of China's innovation model from introduction and imitation to independent research and development.To further stimulate the role of digital infrastructure in driving innovation,it is necessary to strengthen supporting construction and take measures according to local conditions and structure.
