产业数字化对区域制造业高质量发展的影响机制研究——基于有限创新要素视角

摘　　要：采用2014—2019年省级面板数据,构建区域制造业高质量发展和产业数字化测度体系,实证检验产业数字化对制造业高质量发展的提升作用、空间效应和市场机制。结果证实:产业数字化对区域制造业高质量发展水平及其二级指标存在直接提升作用;提升一级指标的地区异质性较弱,提升二级指标中经济效益和绿色发展的地区异质性明显;产业数字化对邻近区域制造业高质量发展具有空间虹吸效应;技术市场规模正向调节产业数字化对区域高质量发展的提升作用,而国际市场规模则负向调节该提升作用。基于上述结论,应弱化要素集聚层面的政绩考核指标和技术应用服务的属地属人性质;强化数字技术在制造业中的创新应用和创新集成;优化创新要素集聚后的长期性、稳定性政策扶持和技术孵化;建立健全国内大循环为主体、国内国际双循环下的制造业高质量发展的市场环境。The study uses provincial-level panel data from 2014 to 2019 to construct a measurement system for high-quality development of regional manufacturing industry and industrial digitization,and empirically tests the promotion effect,spatial effects,and market mechanisms of industrial digitization on high-quality development of manufacturing industry.The results confirm that industrial digitization has a direct enhancing effect on the high-quality development level and secondary indicators of regional manufacturing industry.The regional heterogeneity in improving primary indicators is weak,while the regional heterogeneity in improving economic benefits and green development in secondary indicators is significant.The digitalization of industries has a spatial siphon effect on the high-quality development of manufacturing in neighboring regions.The scale of the technology market positively regulates the enhancing effect of industrial digitization on regional high-quality development,while the scale of the international market negatively regulates this enhancing effect.Based on the above conclusion,it is necessary to weaken the performance evaluation indicators at the level of factor aggregation and the territorial and personal nature of technology application services.Strengthen the innovative application and integration of digital technology in the manufacturing industry.Optimizing the long-term and stable policy support and technology incubation after the aggregation of innovative elements.Establish and improve a high-quality manufacturing market environment with domestic circulation as the main body and domestic and international markets boosting each other.
