摘　　要：在对江苏省13个地市排污许可制度实施与监管现状分析的基础上,利用层次分析法(AHP)构建符合江苏省特点的排污许可证实施与监管评估指标体系,对制度实施与监管的效果进行评估。得分率环境质量改善目标(71.9%)>环境管理效能目标(55.1%)>行政部门层面(50.2%)>排污单位层面(46.3%),与目前本省发证数量位列全国首位,大气和水环境质量为近五年来最好,排污许可工作重心将由核发逐步转变为证后监管的现状相符,但还存在多方面不完善。In order to analyze the current situation of the implementation and supervision of pollution discharge permit systems in 13 cities in Jiangsu Province,the Analytic Hierarchy Process(AHP)is used to construct a pollution discharge permit implementation and supervision evaluation index system that conforms to the characteristics of Jiangsu Province.The effectiveness of system implementation and supervision is evaluated.The score rate of environmental quality improvement target(71.9%)>environmental management efficiency target(55.1%)>administrative department level(50.2%)>pollution discharge unit level(46.3%)is consistent with the current situation where the province ranks first in terms of the number of licenses issued in the country.The air and water environment quality is the best in the past five years,and the focus of pollution discharge permit work will gradually shift from issuance to post certification supervision despite imperfect aspects of the method.
