摘　　要：突发公共卫生事件中呼吸道传染病由于发生时间和传播程度的不确定性,以及暴发程度的模糊性特点,导致其对人类社会造成的风险程度难以把控。利用主成分分析法对突发公共卫生事件中呼吸道传染病的社会易损性进行分析,寻找社会易损性的影响因素,以反映人类社会对此类突发公共卫生事件的承受能力及潜在损失。区域的经济水平及当地财政在公共卫生安全方面的财政支出是社会易损性的主要影响因素,因此,提高区域经济水平且合理安排地方财政在公共安全及医疗卫生方面的支出,可以有效降低社会易损程度。这不仅有助于完善对突发公共卫生事件灾害的研究,为政府的合理减灾投资决策、科学精准防控提供重要依据,还有助于提高社会面对突发公共卫生事件的承灾能力,从而达到全面提高社会公共安全保障能力的目的。Public health emergencies of respiratory infectious diseases are difficult to control because of the uncertainty of occurrence time,spread degree,and the fuzziness of outbreak degree.Principal component analysis was used to analyze the social vulnerability of respiratory infectious diseases under public health emergencies,to find the influencing factors of social vulnerability,and to reflect the human society's bearing capacity and potential loss of such public health events.The results show that the regional economic level and local financial expenditure on public health security are the main influencing factors of social vulnerability.Therefore,improving the regional economic level and rationally arranging local financial expenditure on public security,medical,and health can effectively reduce social vulnerability.This is helpful to improve the research on public health emergencies,provide an essential basis for the government to make reasonable investment decisions on disaster reduction,scientific and accurate prevention,and control,and also help to improve the disaster-bearing capacity of the society in the face of public health emergencies,to achieve the purpose of comprehensively improving the social public security capability.
