摘　　要：目的分析上海市社会办中医医疗机构执业及需求情况,了解其在执业中的特点及执业难点,提出改进措施和建议。方法采用问卷调查的方法对2021年1—6月上海市某区正常执业的95家社会办中医医疗机构开展调查,统计结果并进行分析。结果5年内开业的社会办中医医疗机构占43.3%。中医诊所年中医就诊人次数仅占11.0%,年中医业务量仅占4.8%。20.0%的社会办中医医疗机构纳入医保,所有中医诊所未纳入医保。信息化建设为执业管理的最难环节,占48.9%。制约社会办中医医疗机构发展的主要因素为政策扶持、未取得医保、人员技术水平等。社会办中医医疗机构的最迫切的执业需求是中医医务人员专业技能培训。结论相关部门应为社会办中医医疗机构提供政策支持、专业指导等;加强中医医师多点备案管理;建立严重失信违法机构退出机制,确保中医良性发展。Objective Analyze the practice and demand of various private traditional Chinese medicine(TCM) medical institutions in Shanghai City,understand their characteristics and difficulties in practice,put forward improvement measures and suggestions.Method Carry out investigation on 95 private TCM medical institutions from January to June,2021,count and analyze the results.Results 43.3% of private TCM medical institutions opened within 5 years.TCM clinics only account for 11.0% of annual visits,with a total annual business volume of only 4.8%.20.0% of private TCM medical institutions were included in medical insurance,and 0 of TCM clinics.Information technology construction was the most difficult management link in practice(accounting for 48.9%).The main factors that constrain development were policy support,failure to obtain medical insurance,personnel technical level,etc.The support for professional needs in order was Professional skill training for TCM medical personnel.Conclusion Targeted policy support and professional guidance should be provided to various private TCM medical institutions;Strengthen the management of multi-point registration of TCM physicians;Establish an exit mechanism for serious dishonesty and illegal institutions to ensure the healthy development of TCM.
