远程政务服务在行政审批中的实践与思考——以上海市某区卫生健康委“蓝盾云窗”为例

摘　　要：上海市某区卫生健康委窗口运用数字化技术、数字化思维、数字化认知,以政务服务数字化转型为抓手,启动远程政务服务模式,着力打造远程服务窗口“蓝盾云窗”,上线“六朵云”高效服务举措,实施全程“云审批”服务模式。充分借助信息化技术优势,启动云咨询、云指导、云帮办、云勘察、云预审、云核查的“六朵云”服务功能,提升“蓝盾云窗”的服务集聚效应,让企业群众获得更便捷、更高效、更舒适的政务服务体验,进一步深化“一网通办”改革进程,推进行政审批数字化赋能。经实践经验总结,远程政务服务的高质量发展需要以人民需求为导向、长期科学规划、培养综合型数字化人才等关键因素助力,才能进一步促进政务服务“一网通办”集约便捷,促进政府职能转变和服务效能提升。The window of a district health committee in Shanghai uses digital technology,digital thinking,and digital cognition,and takes the Digital transformation of government services as the starting point to launch the remote government service model,focus on creating a remote service window "Blue Shield Cloud Window",launch the "six clouds" efficient service initiative,and implement the whole process "cloud approval" service model.Fully leveraging the advantages of information technology,we will launch the "Six Clouds" service functions of cloud consultation,cloud guidance,cloud assistance,cloud survey,cloud pre review,and cloud verification,enhance the service agglomeration effect of the "Blue Shield Cloud Window", provide more convenient,efficient,and comfortable government service experience for enterprises and the public,further deepen the reform process of "One Network Access",and promote the digital empowerment of administrative approval.Based on practical experience,it is concluded that the high-quality development of remote government services requires key factors such as people-oriented,long-term scientific planning,and the cultivation of comprehensive digital talents to further promote the intensive and convenient operation of government services through one network,promote the transformation of government functions,and improve service efficiency.
