济南市疫苗冷链管理集中仓储配送模式应用探索

摘　　要：疫苗作为一种特殊的生物制品,其冷链储存和运输条件要求较为严格,从疫苗生产企业到预防接种单位,均需要在规定的温度环境下储存和运输。《中华人民共和国疫苗管理法》颁布实施后,对疫苗冷链管理提出了全程追溯管理要求,济南市原有的疫苗冷链管理模式已经不能满足现有的管理要求。为此,济南市优化原有市、区(县)、门诊逐级配送模式,采用政府购买服务的方式由第三方物流企业集中仓储,直接配送至预防接种单位,建立覆盖济南全市的疫苗流通全程管理和专业化储运系统,实现疫苗从出厂到使用冷链全程可追溯的要求。Vaccine is a special biological product.Its cold chain storage and transportation conditions are more stringent.Vaccines are needed to be stored and transported in the specified temperature environment from vaccine production enterprises to vaccination units.Vaccine Administration Law of the People's Republic of China requires full traceability of vaccine cold chain management.Original management pattern in Jinan City can not meet the requirement of the current management.Consequently,Jinan City optimizes the original city-district(county)-outpatient service level-by-level distribution model,adopts government purchase method by a third party logistics enterprise centralized storage,and directly distributes vaccines to the vaccination units.The whole process of vaccine circulation management,and professional storage and transportation system covers the whole city to realize the traceability requirements of vaccines cold chain from leaving factory to utilization.
