摘 要:大学生群体诚信价值观养成需要制度性建设,以“硬约束”为抓手构筑诚信管理“高压线”,形成诚信价值观培育的常态化机制。基于20年来我国社会信用体系建设的理论和实践经验,借鉴市场信用监管和社会信用治理领域所形成的信用管理理念、机制,对高校诚信管理推进大学生诚信价值观培育建设所存在的信用记录与评价原则、校内校外信用信息互联共享、大学生信用评价与否等三大关键问题进行了详细分析,并对数据管理和隐私保护、高校诚信价值生态培育、大学生信用修复体系建设等政策进行了展望研究。It is believed that the cultivation of college studentsintegrity values requires institutional construction,and we should build a“high voltage line”of integrity management with“hard constraint”as the starting point,and form a normalized mechanism for the cultivation of integrity values.Based on the theory and practical experience of the construction of our country's social credit system in the past 20 years,this paper draws on the credit management concepts and mechanisms formed in the field of market credit supervision and social credit governance,and makes a detailed analysis of three key issues,including credit record and evaluation principles,on-campus and off-campus credit information interconnection and sharing,and credit evaluation of college students,in order to promote the construction of college studentsintegrity management.It also makes a prospective study on policies such as data management and privacy protection,ecological cultivation of college studentsintegrity value,and construction of college studentscredit repair system.
