新疆数字乡村建设与对策研究

摘　　要：数字乡村建设是推进乡村振兴战略的重要举措,也是实现农业现代化、农村现代化、农民现代化的必然选择。在新疆实施乡村振兴战略,建设数字乡村,是推动农业农村现代化、实现农业高质量发展、农民收入持续增长的重要途径。基于此,本研究以数字乡村建设为纲,以新疆及十四个地州市为研究对象,分别从数字乡村建设发展规模和数字乡村综合评价进行分析。通过研究发现,数字化人才短缺、数字基础设施不完备、投入资金不足、用户数字素养低、产业支撑不足、在当地有落地服务的数字化服务企业少等问题影响着新疆县域数字乡村建设的发展。最后,提出发挥政策、资金在数字乡村建设中的引导作用;自治区层面构建数字化底座,加快数字乡村发展;探索先进运营机制,降低县域数字乡村建设难度等建议,为促进新疆数字乡村建设的发展建言献策。The construction of digital villages is an important move in promoting the Rural Revitalization Strategy and is also an inevitable choice to realize the modernization in agriculture,rural areas,and rural people.To implement the Rural Revitalization Strategy and build the digital villages are the important paths to promote the modernization in agriculture and rural areas,to realize the high-quality development of agriculture and increase the farmers’income steadily.Based on that,this study makes an analysis of the scales and assessments of digital village construction respectively by making a survey among 14 cities from the prefectures and districts in Xinjiang.The Findings show that the construction of digital villages in the counties is mainly impeded by such factors as lacking the digital talents,inadequate digital infrastructure,shortage of capital investment,users’poor digital quality,less industrial support and fewer enterprises to offer the real digital services.At last,the paper puts forward four suggestions for digital village construction.First,to give full play of the policy and capital as the guide in the digital construction;Second,to build the digital base at the level of Xinjiang Autonomous Region so as to speed up the development of digital villages;Third,to explore the advanced mechanism;Fourth,to facilitate the construction of digital villages.
