摘　　要：通过对乡村特色种植产业与产业链延伸的问题焦点和制度、政策重点进行分析,认为产业集聚的问题焦点是生产者素质提升以及特色产业的品种品质品牌建设,形成规模经济;产业链延伸的问题焦点是通过全产业链的覆盖保障特色产业的产品安全与品质,增加产业附加值。政府作为乡村特色产业集群的重要行动者,自始至终起着引导、协调、保障监督等作用,扮演者“参与者”“支持者”和“推动者”的角色。Through analyzing the focal points,institutional and policy priorities of rural characteristic planting industry and industrial chain extension,it is believed that the focus of industrial agglomeration is the improvement of producer quality and the construction of variety,quality,and brand of characteristic industries,forming economies of scale;The focus of extending the industrial chain is to ensure the product safety and quality of characteristic industries through the coverage of the entire industrial chain,and increase the added value of the industry.The government,as an important actor in rural characteristic industrial clusters,plays a role in guiding,coordinating,ensuring supervision,and playing the roles of“participant”“supporter”,and“promoter”from beginning to end.
