英国国民信托在历史遗产保护中的作用及对我国的启示

摘　　要：本研究分析英国国民信托成立的背景及其与政府和社会的关系,并通过对比“英国遗产”阐明其在英国遗产保护事业中发挥的作用。反观我国遗产保护现状,对我国新时期城乡历史遗产保护发展提出几点启示:(1)顺应社会发展阶段,保育历史文化遗产;(2)明确历史建筑修缮活化义务,健全激励监督法律法规体系;(3)动态调整保护体系,扩大社会参与范围;(4)分类别分等级保护,多主体多方式参与;(5)探索丰富多样的运营模式,积极推动历史文化遗产的可持续发展。The study analyses the background of the establishment of National Trust and its relationship with the government and society,and clarifies its role in the British heritage protection cause by comparing it with“English Heritage”.Looking back at the current situation of heritage protection in China,the study puts forward several points of inspiration for the protection and development of urban and rural historical heritage in China in the new period:①Conforming to the stage of social development and conserving historical and cultural heritage;②Clarifying the obligation of repair and revitalisation of historical buildings,and perfecting the system of incentives,supervision,laws and regulations;③Dynamically adjusting the protection system,and expanding the scope of social participation;④Classifying the protection of different categories and levels,and involving multiple subjects in various ways;⑤Exploring a wealth of different operation modes,and actively promoting the sustainable development of historical and cultural heritage.
