多元参与视角下的历史地段更新模式研究——以扬州市为例

摘　　要：从多元主体参与的视角出发,讨论历史地段差异化的更新模式以及政府、居民和社会三方主体之间的角色关系。研究在对扬州市3个历史地段的更新案例展开调研的基础上,分析不同时期的更新模式及其从一元包办向二元合作,再到多元主体共同参与的演变特征,认为多元主体之间角色关系的调整是实施差异化更新模式的内在动因,且主体的利益诉求和参与程度影响着更新最终的实施成果,提出在历史地段更新中,应积极构建多元参与的合作机制并重视各方主体的诉求,尤其不可忽略社会主体的参与。From the perspective of the participation of multiple stakeholders,the paper discusses the differentiated renewal model of historical districts and the relationship among the government,residents and society.Based on the investigation on three historical districts in Yangzhou,the paper analyzes the renewal models in different periods and their evolution characteristics from single subject to the cooperation of two subjects and then to the joint participation of multiple stakeholders.It is believed that the adjustment of the relationship among the multiple stakeholders is the internal motivation for the implementation of the differentiated renewal model,and that the interests and participation of the stakeholders affect the final implementation results of the renewal.It is proposed that in the renewal of historical districts,we should actively build a cooperative mechanism with multiple stakeholders and pay attention to the demands of all of them,especially the participation of society.
