摘 要:2019年,《关于加强三级公立医院绩效考核工作的意见》出台,全面启动了对公立医院绩效的考核工作。面对“国考”,面对医保支付方式按病组和按病种分值付费改革,公立医院如何在外部绩效引导下探索构建符合自身发展的内部绩效评价体系是发展急需解决的问题。本文探讨了绩效指标体系框架设计的理论基础、国内外医院绩效评价体系以及公立医院内部绩效改革的启示,思考“国考”背景下公立医院内部绩效评价体系的构建思路,确保公立医院发展符合功能定位;同时不断完善医院内部绩效评价体系,促进医院进一步加强内部精细化管理,不断提质增效。In 2019,Opinions on Strengthening the Performance Assessment Work of Tertiary Public Hospitals were issued,which compre⁃hensively launched the appraisal of public hospital performance.In the face of the“National Examination”and health insurance payment DRG/DIP reform,how public hospitals can explore the construction of an internal performance appraisal system that meets their own de⁃velopment under the guidance of external performance is an urgent problem to be solved.This paper discusses the theoretical basis for the design of the performance index system framework,the performance appraisal system of hospitals at home and abroad,as well as the inspi⁃ration for the reform of the internal performance of public hospitals,thinking about the construction of the internal performance evaluation system of public hospitals under the background of the“National Examination”to ensure that the development of public hospitals is in line with their functional orientation,while constantly improving the internal performance appraisal system of hospitals.In addition,it pro⁃motes hospitals to further strengthen their internal fine management and continuously improve quality and efficiency.
