摘　　要：近年来,随着我国乡村振兴战略的实施,农用地抛荒的治理得到重视,但在流转、托管和代耕为主的治理方式下,仍然面临着农用地管理人员数量不足、缺少对农用地流转与管理的有效渠道、荒地的治理和改善投资大和见效期较长等问题,加强农村耕地抛荒的多层次治理研究势在必行。以河南省花垣县双龙镇的抛荒治理作为研究对象,在分析当地耕地抛荒现状及成因后,发现存在高质量的土地管理人员缺乏,土地经营权交易双方缺少有效的中介和桥梁等问题。提出了加大资金投入、建立健全农村科技服务体系、推进农民向高质量专业化的新型职业化农民转移等有效的多层次治理措施。In recent years,with the implementation of China's rural revitalization strategy,attention has been paid to the management of agricultural land abandonment.However,under the management mode of transfer,trustement and replacement farming,there are still problems such as insufficient number of agricultural land management personnel,lack of effective channels for the transfer and management of agricultural land,large investment in the management and improvement of wasteland,and a long period of effectiveness.It is imperative to strengthen the multi-level management of rural farmland abandonment.Taking Shuanglong Town as the research object,this paper put forward effective multi-level management measures such as increasing capital investment,establishing and improving rural science and technology service system,and promoting farmers'transfer to high quality professional farmers.
