多场景下新型储能项目盈利模式分析及成本补偿机制建议

摘　　要：新型储能是构建以新能源为主体的新型电力系统的重要支撑。新型储能的盈利模式与政策、市场机制息息相关,是决定储能能否大规模商业应用的关键。通过调研国内外典型地区新型储能项目的发展背景、配套政策和运营模式,开展多场景下新型储能盈利模式分析和对比研究。国外新能源配储在长期购电协议和税收抵免机制的共同作用下,已有较好的收益;国外现货市场、辅助服务市场比较完善,电网侧独立储能收益来源较丰富,加上一系列补贴政策,电网侧独立储能经济性较好。与国外相比,国内新能源配储、电网侧独立储能都存在收益来源少、收益不稳定、经济性差的问题;国内部分省份用户侧储能短期内收益较好。鉴于此,关于我国新型储能成本补偿机制,建议对电源侧储能准入条件、保障利用小时数、放电量补偿及可参与品种给予政策倾斜;在电网侧独立储能发展初期,出台容量租赁、电价补贴或容量补贴等政策,以促进其成本回收;加快完善需求侧响应电价机制以及虚拟电厂等聚合资源的商业模式,增加用户侧储能收益来源;加快完善电力市场建设,丰富各侧储能可参与的交易品种。New energy storage is an important support for building a new power system with new energy as the main body.The profit model of new energy storage is closely related to policies and market mechanisms,and is the key to determining whether energy storage can be applied commercially on a large scale.Through the investigation of the development background,supporting policies and operation modes of new energy stor-age projects in typical areas at home and abroad,the analysis and comparative study on the profit models of new energy storage under multiple scenarios are carried out.Under the combined effect of long-term power purchase agreement and tax credit mechanism,the distribution and storage of new energy in foreign countries have achieved good benefits.The foreign spot market and auxiliary service market are relatively perfect,and the income sources of independent energy storage on the grid side are rich,coupled with a series of subsidy policies,the economy of independent energy storage on the grid side is good.Compared with foreign countries,the new energy distribution and storage and the independent energy storage on the grid side in China have such problems as less income sources,unstable income and poor economy.In some domestic provinces,user-side energy storage has good short-term benefits.In view of this,regarding China’s new energy storage cost compensation mechanism,it is recommended to give policy tilt to the access conditions for power-side energy storage,the guaranteed utilization hours,the discharge compensation and the participating varieties,to introduce policies such as capacity leasing,electricity price subsidies or capacity subsidies in the early stage of the de-velopment of independent energy storage on the grid side to promote its cost recovery,to accelerate the im-provement of the demand-side response pricing mechanism and the business model of aggregated resources such as virtual power plants and increase the sources of user-side energy storage income,and to accelerate the improvement of the
