摘　　要：秉承党的二十大精神,2023年10月的中央金融工作会议明确提出将科技金融发展定位为构建金融强国的关键。特别是科创金融,作为科技金融的重要分支,被强调为政策支持的焦点,凸显其在当前科技创新体系中的核心地位。尽管科创金融的发展至关重要,但现阶段其服务能力尚未完全满足科创企业的多元化需求,特别是在数据驱动支持方面存在短板。文章认为要通过数字技术的深度整合,促进科创金融的全面进步,包括构建健全的数字科创金融生态圈,有效管理金融风险,强化金融资源整合,推进银行、证券、保险等机构间的协同,构建投贷联动机制,探索科创专营银行试点以及完善科创产业金融服务,精细化科创金融监管,以实现科创金融质的飞跃,并通过数字科创金融的成熟,加速科创企业的高质量成长,为经济发展注入新动力。Adhering to the spirit of the 20th National Congress of the Communist Party of China(CPC),the Central Financial Work Conference held in October 2023 clearly proposed that the development of science and technology finance should be positioned as the key to building China into a financial power.In particular,digital innovation-driven finance,as an important branch of science and technology finance,has been emphasized as the focus of policy support,which highlights its core position in the current science and technology innovation system.Although the development of science and innovation finance is crucial,at this stage,its service capabilities have not fully met the diversified needs of science and innovation enterprises,especially in terms of data-driven support.The article believes that it is necessary to promote the comprehensive progress of science and innovation finance through the deep integration of digital technology.To that end,efforts must be made to construct a sound digital science and innovation financial ecosystem,promote effective management of financial risks,strengthen the integration of financial resources,advance the coordination among banks,securities,insurance and other institutions,build an investment and loan linkage mechanism,set up pilot areas for the operation of science and innovation banks,and improve the financial services of science and innovation industry.Through sophisticated financial supervision and management,a qualitative leap is expected to be achieved in the development of digital innovation-driven finance.Moreover,the mature development of digital science and innovation finance will accelerate the high-quality growth of science and innovation enterprises and inject new impetus into economic development as a whole.
