数据治理推动政府治理创新的主要困境、行动框架和实现路径

摘　　要：随着数据治理在社会各领域的广泛成功运用,政府开始运用数据治理来推动政府治理创新。尽管取得了一些成效,但总的来说,当前数据治理推动政府治理创新仍存在一些困境,主要包括数据治理方法论存在局限,技术基础支撑有限,治理制度建设滞后,数据治理人才不足,数据治理具有风险等。面对以上主要困境,需要以“价值—制度—技术—人才”作为行动框架来开展工作,以使数据治理更好地推动政府治理创新。在“价值—制度—技术—人才”行动框架的指导下,可以通过加强顶层设计、完善制度建设、夯实技术基础、强化人才支撑、重视伦理治理等路径来实现数据治理推动政府治理创新。With the extensive use of data governance in various fields of society,governments have begun to use data governance to promote government governance innovation.Although some results have been achieved,in general,there are still some difficulties in the current data governance to promote government governance innovation,including the limitations of data governance methodology,the limited support of technological foundation,the lagging construction of governance system,the insufficiency of data governance talents,and the risks associated with data governance,and so on.to conquer them,the action framework of“value-institution-technology-talent”should be applied to conduct the work of government governance innovation promoted by data governance,so that data governance can better serve government governance innovation.Under the guidance of the action framework of“value-institution-technology-talent”,data governance can help promote government governance innovation by strengthening the top-level design,perfecting the institutional construction,consolidating the technological foundation,reinforcing the support of talents,and emphasizing the ethical governance.
