摘  要:针对深圳市疾病预防控制(以下简称疾控)体系发展现状和存在的问题,探讨高水平疾控中心的定义、建设目的和理论支撑,明确实施框架和影响因素。通过深圳市疾控中心与深圳市预防医学研究所深度融合发展,实现人才引进和培育、应用型科研和研究生教学,推动“产-学-研”转化;通过建立“保障与激励相结合”的运行机制,争取政府持续投入和支持重大研发项目,激发机构运行活力;通过确定3个重大工作领域、3个应用性学科和多个疾控高技术平台(“3+3+N工程”)为主要建设任务,提出体制机制与建设任务之间的联系模式,确保深圳市作为国际化大都市的公共卫生安全。In response to the current development status and existing problems of Shenzhen Center for Disease Control and Prevention(SZCDC),it explores the definition,construction purpose,and theoretical support of high-level SZCDC,clarifies the implementation framework and influencing factors.Through the deep integration and development of SZCDC with Shenzhen Institute of Preventive Medicine,competitive recruitment and training of professional personnels,applied scientific research and postgraduate teaching will be achieved,promoting the transformation of“production-learning-research”.Establishing an operational mechanism that combines protection and incentives,to attract sustained government investment and support for major research and development projects,and stimulate the operational vitality of institutions.Three major areas,three applied disciplines and multiple high technology platforms for disease control and prevention(“3+3+N Project”)are identified as the main construction tasks,the relation mode between the system mechanism and construction tasks is proposed to ensure the public health safety of Shenzhen as an international metropolis.
