摘　　要：县政人员训练是陈仪整顿闽政和推行县政改革的重要举措之一,在加强基层控制、推动吏治改善等方面取得一定效果,后被国民政府推至全国;但仍存在诸多弊端和不足,学员逐渐沦为旧官僚阶层,基层治理难如人意。这也是民国时期基层干部训练的缩影。The county government personnel training was one of the important measures for Chen Yi to rectify the Fujian government and carry out the county government reform,in strengthening the grass-roots control,promoting the improvement of the official management,after being pushed by the national government to the country;but there were still many disadvantages and deficiencies,the students gradually became the old bureaucratic class,grassroots governance was dificult.This was also the epitome of grassroots cadres training in the Republic of China period.
