摘　　要：两宋朝廷出台了鼓励海外贸易的系列法律措施,为保障海外贸易开展、贯彻以皇权为中心的封建统治阶级意志、实现经济繁荣发展、促进中外交流及改善民生等起到重要作用,具备强烈的历史进步性及现实可借鉴性。因此,有必要结合史料、案例及相关文献,在分析两宋出台鼓励海外贸易法律措施的原因、重要意义基础上,全面梳理其基本内容,以期正视其对于经济、政治、法制、文化及国际交流等方面的价值,亦为当前政府努力促进营商环境法治化、国际化、便利化等工作提供一定借鉴参考。During the Song Dynasty,the imperial court issued a series of legal measures to encourage overseas trade,which played an important role in ensuring the development of overseas trade,carrying out the will of the feudal ruling class centered on imperial power,realizing economic prosperity and development,promoting exchanges between China and foreign countries and improving people's livelihood,etc.,which had strong historical progress and practical reference.Therefore,it is necessary to combine historical materials,cases and relevant documents,and on the basis of analyzing the reasons and significance of the legal measures to encourage overseas trade issued by the imperial court in the Song Dynasty,comprehensively sort out the basic contents,in order to face up to its value in economy,politics,legal system,culture and international exchange.It also provides some reference for the current government's efforts to promote the rule of law,internationalization and facilitation of business environment.
