摘  要:中国专利奖是评价专利质量的重要奖项,是科技创新程度的重要衡量指标。中国石油大学(北京)是我国石油石化行业领先的高校之一,在原创技术发展方面贡献突出。为了服务学校科研团队,在专利申请与保护的过程中提供更有针对性的参考,文章从高校知识产权信息服务角度出发,以中国专利奖石油石化领域287件获奖专利为本文数据分析基础,从专利法律状态、技术创新程度、经济推广价值3个层次,总结提炼表征专利价值的指标,采用熵权法对各层次筛选指标进行赋权,在此基础上构建石油石化领域专利价值评估模型。研究表明,该模型能够实现对高价值专利评估,预测准确率达90%。在高价值专利培育方面,高校知识产权服务中心应坚持做好四方面工作来孵化高价值专利,即做优培训引领、做严创新质控、做好专利转化、做细发展规划。The China Patent Award is an important recognition for patent quality and a significant indicator of technological innovation.China University of Petroleum(Beijing) is one of the leading universities in the petroleum and petrochemical industry in China,with outstanding contributions in the development of original technology.In order to serve the research teams at the university,and provide more targeted references in the process of patent application and protection,the author,from the perspective of the University Intellectual Property Information Services Center,used the data of 287 award-winning patents in the petroleum and petrochemical field from the China Patent Award as the basis for this article's analysis.Based on three levels-patent legal status,technological innovation level,and economic promotion value-the author summarized and extracted indicators that represent the value of patents.The entropy weight method was used to assign weights to the selected indicators at each level,and on this basis,a patent value assessment model in the petroleum and petrochemical field was constructed.The study shows that the model can achieve accurate evaluation of high-value patents,with a prediction accuracy rate of 90%.In terms of cultivating high-value patents,it is important to adhere to the “four principles”:to optimize training and guidance,to maintain strict control over innovation quality,to facilitate patent transformation,and to refine development planning.
