摘　　要：引进外商直接投资是地方政府实现经济增长目标的重要途径,而实现外商投资结构优化则是推进高水平对外开放和经济高质量发展的有效手段。本文利用商务部外商投资管理平台公布的外资企业设立信息与地级市政府工作报告公布的地区经济增长目标等相关数据,实证检验了地区经济增长目标对其外商投资结构优化的影响效应及其作用机制。研究结果显示,地区经济增长目标对外商投资结构优化存在显著的促进作用,即地区经济增长目标的提高会促使该地区引进外资中的高技术产业占比提高。异质性分析发现,经济增长目标对东部地区和服务业的外资结构优化均存在显著的正向促进作用,而对西部地区则存在显著的负向阻碍效应。机制检验表明,从增加传统要素供给的视角来看,经济增长目标压力下,地方政府扩大土地供给会促使制造业外资结构优化,但对服务业外资结构优化的影响并不明显;从促进优质要素形成的视角来看,财政支出扩张引致的教育和科技支出增加对吸引高技术外资和促进外资结构优化发挥着积极作用。本文的研究结论可以为新发展格局下优化经济增长目标管理体制和推动地区经济高质量发展提供参考。This paper examines how regional economic growth targets influence the structure of foreign direct investment(FDI),which is vital for local governments to achieve their goals and improve regional economic quality and openness.Using data from the Foreign Investment Management Platform of the Ministry of Commerce and the work reports of prefecture-level municipal governments,we find that higher growth targets lead to a higher share of high-tech FDI.However,this effect varies across regions and industries:it is positive in the east and the service sector,but negative in the west.We also examine the mechanisms behind this effect:land supply expansion by local governments under growth pressure improves FDI structure in manufacturing,but not in service;fiscal spending expansion that boosts education and science and technology spending attracts more high-tech FDI and optimizes FDI structure.Our findings offer insights for reforming the economic growth target system and fostering high-quality regional economic development in the new development paradigm.
