引领式嵌入治理:科技特派员何以助推乡村产业新内源式发展——基于对广东省平远县梅片树产业的考察

摘　　要：推动乡村产业新内源式发展,可以有效提振乡村产业发展的效率与效益,增强乡村产业发展内生动力。然而,当前对乡村产业新内源式发展的机制探讨较少。本文通过研究科技特派员帮扶广东省平远县梅片树产业发展的案例,归纳出科技特派员助推乡村产业新内源式发展的运行机制。研究发现:科技特派员助推乡村产业新内源式发展的机制,可以概括为引领式嵌入治理的过程,即政府实施科技特派员政策,将科技特派员嵌入乡村产业发展场域塑造产业发展元动力,通过赋能嵌入、结构嵌入和功能嵌入推动乡村产业“再造”,实现乡村产业深度融合发展。更为重要的是,县域治理单元在乡村产业引领式嵌入治理中发挥了重要作用,通过以县域需求带动村域生产、村域产业嵌入县域集群的发展模式,能有效推动乡村产业全面振兴,促进乡村产业高质量发展。Promoting the new endogenous development of rural industries can effectively boost the efficiency and benefit of rural industry development and enhance its endogenous power.However,at current there is relatively little discussion on the mechanisms of the new endogenous development of rural industries.By studying the case of science and technology commissioners helping the development of the plum tree industry in Pingyuan County,Guangdong Province,this paper summarizes the operation mode of the new endogenous development of rural industry aided by science and technology commissioners.The study finds that the mechanism by which science and technology commissioners promote the new endogenous development of rural industries can be summarized as a process of leading embedded governance.This involves the govermment implementing policies such as the deployment of science and technology commissioners,embedding them in the field of rural industrial development to shape the driving forces for industrial development.Through empowerment embedded,structure embedded,and function embedded,it propels the"reconstruction"of rural industries,achieving a deep integration and development of rural industries.More importantly,county governance units have played an important role in rural industry-led embedded govermance.Through the development model of county demand driving village production and village industries embedded in county clusters,they have effectively promoted the overall revitalization of rural industries and high-quality development of rural industries.
