预案修订中知识生产的内在机理——基于雅安市地震应急预案的案例研究

摘　　要：公共政策制定背后的知识生产有关理论问题还有待揭示。应急预案是政府为有序指挥协调应急资源与行动而事先制定的政策性文件,应急预案编修是一种知识生产活动。引入知识生产的概念,对雅安市地震应急预案历次修订的政策过程进行案例研究,以揭示预案修订过中知识生产的内在机理。研究发现:历次预案修订过程中修编主体在制度环境、主体特质和焦点事件的耦合作用下,借助循证策略、模糊策略和借力策略,实现了“知道是什么”“知道为什么”“知道是何人”以及“知道怎么做”四类知识的生产。Theoretical issues of knowledge production that underlies policy making have yet to be revealed.An Emergency plan is a policy document created in advance by the government to orderly command and coordinate emergency resources and operations.The revision of emergency plan is an activity that involves knowledge production.This article introduces the concept of knowledge production and tracks five update process of the Ya'an earthquake emergency plan to reveal the internal mechanism of knowledge production in the plan revisions.It is found that,under the coupling effect of institutional environment,subject characteristics and focus events,the reviser acquires knowledge of"knowing what","knowing why","knowing who"and"knowing how"through the evidence-based strategy,the vague strategy and the leverage strategy.The conclusion provides guidance for deepening the research of policy knowledge production at the theoretical level and guiding the revision of plan at the practical level.
