毛泽东关于正确处理中央和地方关系思想及其当代价值——以《论十大关系》为中心的考察

摘　　要：在独立自主探索适合中国国情的社会主义建设道路过程中,毛泽东在《论十大关系》报告中阐述了关于正确处理中央和地方关系的思想,即共同建设社会主义国家必须要在维护国家利益的基础上坚持中央的统一领导,充分发挥中央与地方两个积极性。这一思想包含了中国社会主义政治、经济建设的若干新方针、新思路,对于充分调动中央和地方积极性为社会主义事业服务具有长远指导意义。近年来,随着全面深化改革与高质量发展的推进,中央和地方关系处于动态调整中。毛泽东关于正确处理中央与地方关系所作的深入思考与取得的理论成果,不仅为社会主义建设时期解决中央和地方关系问题提供了直接的理论指导,而且对于新时代正确处理两者关系仍具有时代价值和实践意义。In the process of independently exploring a socialist construction path suitable for China's situation,Mao Zedong elaborated on the idea of correctly handling the relationship between the central and local governments in the report“On the Ten Major Relationships”,that is,to jointly build a socialist country,we must adhere to the unified leadership of the central government on the basis of safeguarding national interests,and fully leverage the enthusiasm of the central and local governments.This ideology contains several new policies and ideas for China's socialist political and economic construction,and has long-term guiding significance for fully mobilizing the enthusiasm of the central and local governments to serve the socialist cause.In recent years,with the comprehensive deepening of reform and the promotion of high-quality development,the relationship between the central and local governments has been dynamically adjusted.Mao Zedong's in-depth thinking and theoretical achievements in correctly handling the relationship between the central and local governments not only provided direct theoretical guidance for solving the problem of the relationship between the central and local governments during the socialist construction period,but also had contemporary value and practical significance for correctly handling the relationship between the two in the new era.
