环境监测机构的现状和发展探讨――以山东省县区级环境监测机构为例

摘　　要：环境监测是环境保护的技术基础和重要支撑。环保机构监测监察垂直管理制度改革推行不到位、县区生态环境监测机构“悬空”和闲置、技术人员结构断层,仪器设备陈旧老化、执法监测联动和应急响应力不从心,社会化监测机构盲目扩张、无序发展。针对这些问题要充分理顺监测监察的关系,充分认识监测对监察的支撑作用,创新监测监管模式,整合人才资源和技术资源,强化县区监测能力建设,提升监测装备能力,推进环境监测服务社会化市场的健康发展,并规范社会化监测机构的监测行为。Environmental monitoring is the technical basis and important support for environmental protection,but there are also problems such as the implementation of the reform of the vertical management system of environmental protection agencies,the“hanging”and idle ecological environment monitoring agencies in counties and districts,the structural fault of technical personnel,the aging of instruments and equipment,the linkage of law enforcement monitoring and emergency response,and the blind expansion and disorderly development of socialized monitoring agencies.In response to these problems,it is necessary to fully rationalize the relationship between monitoring and supervision,fully understand the supporting role of monitoring to supervision,innovate the monitoring and supervision mode,integrate human resources and technical resources,strengthen the monitoring capacity building of counties and districts,and improve the monitoring equipment capacity.Promote the healthy development of the social market for environmental monitoring services,and standardize the monitoring behavior of socialized monitoring institutions.
