东盟国家产业转型的动因、特点、影响及中国的应对

摘　　要：本文基于对东盟国家产业转型及其对中国潜在影响的观察与研究,提出中国的应对之策。首先,研究分析东盟国家产业转型的四个重要动因:一是东盟国家迫切希望抓住新一轮科技革命和产业革命的机遇以求得自身更大发展;二是中国-东盟双边经贸关系的深化给东盟国家产业转型升级带来巨大的外部需求和推动力;三是亚洲区域经济一体化给东盟产业转型升级带来更大的市场空间;四是美国及其盟友加大对东盟的战略投入助推东盟国家产业升级转型。其次,对东盟国家产业转型政策的共同点与不同点进行分析和阐释。总体而言,东盟成员国虽然发展水平和所处工业化阶段不同,但大多数成员国产业转型进程呈现出开放先导、制造业优先以及强调政府作用的特点。最后,本文从短期和长期视角分析了东盟国家产业转型对中国的潜在影响,在此基础上提出我国应辩证看待沿海地区向东盟国家的产业转移,在练好内功、努力改善营商环境的基础上加快自身产业转型升级、提升产业竞争力,并进一步深化与东盟国家产业合作等对策建议。Based on the observation and research of industrial transformation of ASEAN countries and its potential effects on China,this paper tried to put forwards China's countermeasures.First of all,this paper analyzed four internal and external motivations for the industrial transformation of ASEAN countries:first,ASEAN countries have urgent needs to seize the opportunity of the new technological and industrial revolution to get greater development;second,the deepening of China-ASEAN trade cooperation has brought the greatest external demand and driving force to ASEAN's industrial transformation and upgrading;third,the trend of Asian regional market integration has provided larger space to the industrial transformation of ASEAN countries;last,the increased investment from the US and its allies has boosted ASEAN's industrial transformation.Secondly,this paper tried to analyze the commons and differences of the industrial transformation among ASEAN countries.In general,although the ASEAN countries have different development levels and in the different industrialization phases,the industrial transformation of the most member countries show three notable common characteristics:opening up,giving priority to manufacturing,and emphasizing the role of the government.Lastly,this paper analyzed the potential impact of the industrial transformation of ASEAN countries on China from short-term and longterm perspectives,and suggested that China should dialectically view the industrial transfer to ASEAN countries,put effort to improve its internal business environment and accelerate industrial transformation and upgrading to enhance industrial competitiveness,and at the same time further deepen industrial cooperation with ASEAN countries.
