摘　　要：依法治校是全面依法治国在教育领域的具体体现,依法治校的目标就是要确保高校的行政权力和学术权力在法治化的轨道上规范运行。规章制度是高校日常管理活动中最重要的依据和行为准则,也是高校各项事业高质量发展的基本要求和重要保障。当下,高校规章制度建设中仍存在着体系不完善、内容不合法或不规范、程序有瑕疵、管理不到位和实施不严格等普遍问题。加强高校制度建设,要抓好质量和执行这两个重点,做好规章制度的顶层设计,加强规章制度的法律审查,优化对规章制度的动态管理,不断提升规章制度落地实施效果。Managing university by law is a concrete embodiment of the comprehensive rule of law in the field of education.It is particularly important to ensure that the administrative and academic powers of universities operate in a regulated manner under the rule of law.The most crucial foundation and code of conduct for university administration operations are rules and regulations.Building rules and regula⁃tions is both the focus of rule of law construction and the important guarantee for the high⁃quality devel⁃opment of universities.In order to settle the corresponding problems in universities,we should focus on five principles such as legality,unity,scientificity,standardization,and stability.To strengthen the system construction of universities,we should pay attention to the two priorities of quality and imple⁃mentation,strengthen the top⁃level design as well as the legal review of rules and regulations,optimize the dynamic management and constantly improve the implementation effect of rules and regulations.
