摘 要:我国不动产登记制度改革遵循着制度改革目标更加多元、发挥政策调整指引功能、制度建设更强调体系化、制度流程凸显出信息化、国家治理功能日益彰显的基本走向,历经多年改革发展,成效明显,体现为:逐步完善权责体系、逐步强化制度优势、逐步提升服务效能。但仍存在制度支撑不完善、部门协同不足、技术水平待提升等问题。据此,文章提出了完善不动产登记管理法律体系、推动相关部门之间的联动合作、建设不动产智慧化治理模式等具体路径。The reform of China’s real estate registration system follows the basic trend of more diversified institutional reform goals,playing a guiding role in policy adjustment,emphasizing systematization in institutional construction,highlighting informatization in institutional processes,and increasingly demonstrating national governance functions.After years of reform and development,the results are obvious,which are reflected in gradually improving the rights and responsibilities system,gradually strengthening institutional advantages,and gradually improving service efficiency.However,there are still problems such as incomplete institutional support,insufficient departmental collaboration,and the need to improve technical level.Based on this,the article proposes specific paths such as improving the legal system for real estate registration management,promoting linkage and cooperation among relevant departments,and building a smart governance model for real estate.
