摘　　要：临时救助是我国社会救助体系的组成部分之一,为了使其能够充分发挥在社会救助体系中救急解难、拾遗补阙、托底保障的重要作用,在深入分析黑龙江省临时救助现存问题的基础上,提出通过确保临时救助资金充足、拓展临时救助方式和内容、壮大临时救助队伍建设、规范社会力量积极参与、建立临时救助紧急应对预案、建立临时救助信息共享平台和加强临时救助政策宣传等方式,提高黑龙江省临时救助服务质量,使临时救助能够更好保障人们的生活。Temporary assistance is one of the components of China’s social assistance system,in order to give full play to the important role of emergency relief,filling up for gaps and supporting the guarantee in the social assistance system.By analyzing the current situation of temporary assistance in Heilongjiang Province,recommendations are made to ensure adequate funding for temporary assistance;expanding the modalities and content of temporary assistance;strengthening the contingent of temporary assistance;regulate the active participation of social forces;establish emergency response plans for temporary assistance;establish a temporary assistance information sharing platform and strengthen the policy publicity of temporary assistance to improve the quality of temporary assistance services in Heilongjiang Province,so that temporary assistance can better protect people’s lives.
