摘　　要：绿色是“一带一路”建设的底色,绿色丝绸之路建设顺应全球生态环保合作的大潮流,显示出强大的韧性和活力。全球南方在参与共建绿色丝绸之路的过程中获得了绿色转型所急需的资金、技术和能力建设援助。绿色丝绸之路助力全球南方脱碳进程的主要着力点是绿色基础设施、绿色贸易与投资、绿色能源合作和绿色低碳工业园区,并借助“六廊六路多国多港”形成辐射效应。绿色丝绸之路建设充分释放了中国在绿色转型方面的领先优势,将中国的绿色技术、资金、设备与沿线国家的绿色市场相结合,推动中国同全球南方在绿色价值链方面的深层次合作,并逐渐形成以中国为中心的区域绿色价值链网络。绿色丝绸之路建设刺激发达国家增加对发展中国家绿色低碳产业的竞争性投入,客观上使得全球南方获得更多绿色发展资源并加速脱碳进程。绿色丝绸之路建设具有辐射效应、构建效应和带动效应,推动全球绿色发展资源向发展中国家的绿色部门加速汇集,具有国际公共产品属性。The Green Silk Road,an integral component of the Belt and Road Initiative,embodies a commitment to environmental sustainability and cooperation.This initiative showcases resilience and vitality in addressing the pressing need for ecological collaboration worldwide.Participation in the Green Silk Road project offers vital financial,technological,and capacity-building assistance to countries in the Global South,facilitating their transition towards sustainable development.Key elements of the Green Silk Road include green infrastructure,trade and investment,energy cooperation,and the establishment of low-carbon industrial parks,all supported by interconnected corridors and channels serving multiple countries and ports.Leveraging China’s expertise in green technology,capital,and equipment,this initiative fosters deep collaboration along the green value chain,culminating in the formation of regional green value chains centered around China.Additionally,the Green Silk Road incentivizes developed nations such as the United States and Europe to increase their investments in green and low-carbon industries in developing countries,thus accelerating the decarbonization process in the Global South.
