全面推进乡村振兴赢得人力资源供给的国际经验考量——基于韩国“新村运动”经验的再思考

摘　　要：党的二十大报告明确了全面推进乡村振兴的要求,然而综合当前我国农村人力资源现状,全面推进乡村振兴面临着有效人力资源供给不足的困境。实现乡村振兴作为中国式现代化的重要内容,其中既有基于当前我国国情的战略安排,也有世界发达国家实现农业农村现代化的一般经验,于是全面推进乡村振兴需兼具国际视野与中国特色。中韩两国不仅地缘相近,追求现代化进程中在农村问题上也存在多方面的相似性。重新考量韩国“新村运动”赢得农民主体参与的经验,保障我国全面推进乡村振兴的人力资源供给,需创新政府主导作用,借助改善乡村公共基础设施、发挥网络平台作用、推进农村产业融合发展、优化农业金融政策与基层“三农”干部人才供给、建立健全法律规范体系等举措构筑全社会协同参与的治理格局。The report of the 20th National Congress of the CPC has clarified the requirement of comprehensively promoting rural revitalization.However,considering the current situation of Chinese rural human resources,the comprehensive promotion of rural revitalization is faced with the dilemma of insufficient supply of effective human resources.As an important component of Chinesestyle modernization,the promotion of rural revitalization not only includes the strategic arrangement based on the current national conditions of China,but also has the common experience of the developed countries in the world to realize agricultural and rural modernization.Therefore,the comprehensive promotion of rural revitalization needs to take care of the international perspective and Chinese characteristics.China and South Korea are not only geographically close,but also have many similarities in rural issues in the process of pursuing modernization.Reconsidering the experience of South Korea's Saemaeul Movement to win the participation of farmers,and ensuring the supply of human resources for comprehensively promoting rural revitalization in China,it is necessary to innovate the leading role of the government.By improving rural public infrastructure,giving play to the role of network platforms,promoting the integrated development of rural industries,optimizing agricultural financial policies and the supply of grassroots"threerural"cadres and talents,and establishing and improving legal norms and other measures,a governance pattern with the coordinated participation of the whole society can be build.
