县域城镇化视角下欠发达地区县城发展路径探索——以河南省宁陵县为例

摘　　要：随着我国城镇化建设进入中后期,县域的城镇化在新经济形势下的价值与作用愈发显现。欠发达地区的城镇化作为其发展的重要任务与依托,正面临着一系列重要挑战。作为该类城镇化的典型地区之一,河南省宁陵县创新性地采用了初期多元融资、建设中期引进多方力量参与的方式,以县城为载体,以核心区基础设施为带动,为实现当地历史传承、生态人居改善、产业系统升级进行了有益的探索。宁陵的新型城镇化有效带动了宁陵县的整体发展,同时也为我国其他欠发达地区县城及县域的发展提供了有效参考。With the middle and late stages of urbanization in China,the value and role of county urbanization in the new economic situation are increasingly apparent.As the main task and support of their economic and social development,urbanization in underdeveloped areas is facing a series of important challenges.As one of the typical areas of this type of urbanization,Ningling County,Henan Province,innovatively adopts the method of diversified financing in the early stage and the introduction of multi-party participation in the middle of construction,with the county town as the carrier and the infrastructure of the core area as the driving force,and has carried out beneficial exploration to realize the inheritance of local history and culture,the improvement of ecological habitat and the upgrading of industrial system.The new urbanization of Ningling has effectively promoted the overall development of Ningling County,and also provides an effective reference for the development of county towns and counties in other underdeveloped areas in China.
